Jazzy, looking at the photos you posted, it looks like the input and output are connected on the same terminals, in which case, the transformer isn't doing a thing (other than humming and getting a little warm). Am I missing something?

I suspect most UPS transformers will have a low voltage center-tapped primary. What are you trying to achieve? 230/230V isolation? How many VA?

If you really do need to regulate the voltage once you have found the source of the problem, consider an electro-mechanical voltage stabilizer. It is like an automatic motorized variac. It can step up or down.
