Advice needed: Buying a laptop for a pre-teen

I thinking about buying a laptop (or netbook) for my 11  year old for Christmas.  She's very hands on but lacks computer skills, as her only interaction with tech has been her Ipad, android phone and off course HT:) 

Here's the catch, I'm not sure if it's going to become a white elephant (or at least not properly utilized by the time it is outdated) so I am very hesitant to spend too much.  Her only requirement would be that it looks the part, and for me it's built in wifi,  a reasonable size hard drive, windows platform and if I'm really luck Microsoft office.

I doubt she will load anything major on it, besides music, downloaded youtube videos and the odd basic games.

So if my spec is cost effective & reliable with say a 3 year shelf life is this a good idea....
