Bank transfers and general banking

I find TX from SBSA to other banks takes longer than from other banks to SBSA
SBSA between say 02:00 to 04:00 always have Technical errors and you cannot do any banking...

For example, I paid someone yesterday morning early (11th) then it is out...  payment gets reflected on my account as done on the 12th and the receiver does not have $ yet.
Where in the word in this day and age do you see this lag?
