Building :: Updating plans required?

Morning All

I have another building query. In the attached picture, the original owner of this house built this little garage as a jetski garage - I have no plans to use this space for jetski's and would like to brick up the gate (in blue) by knocking down the walls in red and using as many saved bricks as possible, while at the same time putting in an open braai area... this will give us a bigger area around the pool...

Do I need council approval for this? Also, any guess at a price tag?
