Will there ever be any "need" to panic?

Firstly to panic is not a choice. It is an unreasoned response to some input stimulus. For example some members on this forum may panic when being required to listen to MP3 material ;)

Secondly would you ever hear an announcement "There is an imminant threat, the public is advised that it should be very concerned over this period"? Due to the fact that they would never tell you when to be concerned so as not to cause a panic, how can you trust them when they tell you not to panic?

Whenever I hear that statement it makes me wonder what is going on behind closed doors.
