To accommodates all and sundry, particularly newbies, I think we need a platform where a person can ask seriously dumb questions that have always lingered in the mind without fear.  I have my own questions that have remained unanswered, but I know there are great minds here whom to them, the answer is so obvious it should be common sense to anyone.
