Best is a relative term. With small signal tubes you'll find that its hard to find a specific brand or even tube from a specific date or batch of manufacture from a specific brand that can do everything well and tick all the boxes. Some tubes do well with certain genres of music and less well with others. Some tubes are highly dependent on a precise operating point. Others are just plan crap. To me an ECC81 / 12AT7 isn't a favorite. I find its cutoff region too remote, increasing its non linearity with greater signal swing.
