Electricians - some questions about compliance certificates...

I got the keys to my new house yesterday and am shocked by the state of the electrical system - things that were hidden by furniture when I went to look at the place, well some points anyway. Now I was wondering if guys in the know could tell me if the following few things would be legal WRT the compliance certificate:

1. My oven is wired directly into the wall, there's no "screw type plug". It's just twin & earth coming out of the wall directly into the back of the oven.

2. There are quite a few plug points that are surface mounted - their cables are regular 3 core cables that are stapled to the skirting and then are drilled through the wall and connected to a plug on the other side of the wall.

3. Some of those cables have also been split to 2nd and third plugs using regular connecting blocks and they're not even covered.

4. there is an open plugbox in the one wall with a cable sticking out of it and the ends are covered with insulation tape.
