Finding a reliable, part time domestic worker

What's the best way of going about this? Word of mouth, gumtree, agencies?

I see many sitting on the road side on Saturdays and Sundays and would love to be able to help one that is desperately seeking work but I'm mindful of the scammers and 'scouts' as well. It's a pity that those elements ruin it for the legitimate, honest job seekers
