Is this happening everywhere? I just got all the downlighters in my house (60 of) replaced with LED units, free of charge by Eskom. It's happening at the office park as well. If this is a nationwide thing it's going to cost a whack. i wonder what the power-saving maths looks like, given the price of a power station.
