GPS device

My wife is in need of a GPS device for city use.
No need for very fancy, just that getting around with the telephone GPS is no fun and probably a bit dangerous. She doesn't need it for every turn, just getting to specific places.

I guess the basic question is - Garmin or TomTom? I wouldn't like to pay for maps, so having access to free maps will be great. Will also need a pod or something to mount it in the car.

Are the budget ones any good?
