Help with driver's license query

Hi there

Good lady friend of mine had to renew her license recently. She went and did all the requisite tests and applications. A few weeks later got the notification that it was ready to collect. Went to collect today and was told "they could not find it and it may be lost". They said they will continue looking but if they cannot find it she will need to reapply!

My questions are:
- can they actually demand that a new application be done in terms of the fingerprints, forms, eye tests, etc?
- they also told her that she would have to PAY for the new application....surely that is not legal?

Anyone know what the legal standing is on this and how it can be escalated if need be?
