How do i go about collecting funds owed by forum member who ignores me?

My situation is that I sold some goods to a fellow forumite with whom previous dealings ran smoothly,I now find myself in a position where I have provided this person with what he requested prior to receiving payment and have now been given the runaround for the best part of 3 weeks.My intention is not to "name and shame"but someones blatant disregard for my situation infuriates me..daily promises that funds will be transferred have been going on for weeks now and we are now at the point where pm's and calls are simply ignored...so now what?
