How to Be a Vinyl Audiophile on an optimistic budget?

Some say go big or go home when it comes to vinyl...

But some of us work on a very optimistic budget

In a stereo setup I found that the best bang for buck, when upgrading, is from your speakers and amplifier

From what I understand and what I perceive to be a good vinyl setup, you must have:

TT - Good Deck (Rega,Lenco,Gerrard,Techniques,etc...)
Arm - Good arm (Rega , SME, etc...)
Cart - MC cart
Phono stage - Valve phono stage or external phono stage
Vinyl - Good clean vinyl

So what is the best bang for buck items when upgrading a vinyl setup or does that not exist?

My perception is very skewed?
