Im starting to try to get fit for a trip at the end of the year - so have started taking our 3 yr old belgian shepherd dog for walks.. he was trained when young but the problem is that we never walked him regularily or reinforced the training - he has enough space in our house to run around.
Now , when taking him out , he gets into a frenzy when he sees other dogs , or people.. he starts looking like kujo , with foam dripping from his mouth and frenzied barking and straining and rearing at the leash.
This is what I  have tried
1) We use a choke chain , but he has so much hair on his mane and loose skin at his throat , it does not "choke" him , jerking it has no effect
2) A collar is of no use , he can get out of it
3) Harness is even worse , he gets so excited at the walk , we cant get him into it
4) Play fetch for 15 minutes before the walk - makes no difference
5) Spray bottle in his face when he gets overstimulated in the walk - doesn't help
6) Bamboo stokkie - swift mediun force hit to the hindquarters - he has so much hair , it doesn't hurt , and I dont want to use more force - like be seen beating the dog - inserting the stick between his hind legs (he is very sensitive in that area since his castration) - doesn't help
7) Stopping and trying to calm him -- doesn't help
8) turning back home when he gets frenzied - doesn't help
9) letting him meet the other dogs - no help at all , he and they get real aggressive to each other.
Any other suggestions?
This is the dog
