Modaksat Satelite dish

Anyone knows if this could be used for anything? A colleague moved into his new home and this monstrosity is on his roof. He does not even own a TV ;D

I have seen these things before at security complexes, but what is it normally used for, not DSTV I suppose as he also has a standard dish with LNB on his roof.
