Is there a way to optimise how a PC's resources are used? I notice that my PC fan speeds up and runs almost full tilt most of the time. It was not like that when it was new; it was quiet. I think that cleaning out my fans and heat sinks will help somewhat, but I don't think that that is a complete solution. Reason being, I have noticed that the fan might speed up when I open up a web page (like YouTube) when other tabs are open. Looking at the resource monitor, I see that the speed increase coincides with the clock speed speeding up also. Also, of the eight cores, there are two in use, while one of them does the most work.
How does one make the computer use more cores more evenly? How do you make the GPU do the grunt work instead of the CPU?

Mother board: Gigabyte G1 Sniper M5 micro-ATX.
Processor: Intel Core i7 4770K 3.5GHz.
Memory: Corsair Vengeance Pro 16GB DD3-1600MHz (2x8GB).
CPU cooler: Corsair Hydro Series H80i.
Graphics card: GigaByte Nvidia Geforce GTX OC 770 2GB.
Power supply: Corsair Professional series HX850. (This was the original, which failed; I have since changed to a different brand).
HDD: Western Digital Caviar Black 2TB.
DVD writer: Liteon 24X IHAS3240.
MOnitors: Dell U2412M Ultrasharp 24" LED Monitor
OS: Windows 7 Professional 64-bit.
Case: Corsair Graphite 600T white.
