Shipping overseas - this does not make sense!

I've got an overseas buyer for the Steinhart amp I'm selling (21Kg, 20*30*40cm), so I've been scouting around looking for the best shipping deal. My needs are a) Fully insured b) As inexpensive as possible.

Here's what I've found:
Parcel Mail - R1800 and only insured up to R1600 - Geneva convention on international shipping applies! No additional insurance available.
Cheapest courier - InternetExpress. Fully insured, R5600. I've used them before, when it cost me R1900 to ship 16kg of loudspeaker to the UK - BIG parcel, 70*50*50.  So why is the amp 3X THE PRICE?
And then the best - cheapest surface shipping - shared container through Baileys. They wait until the container is full and then ship it. R9 400!

It's totally illogical that a shared, no time guarantee, sea-shipped price should be 60% more expensive than air cargo, door to door courier, 4 day service!

Needless to say, I'm still looking.

Does anyone know if there's additional insurance on SAPO parcel mail available anywhere?
