I cannot get a disk for my new car because I have outstanding disk fees for my old car I sold two years ago.
I sold it to a old work buddy. He did not have the money to fix it at the time to put it through the test and on to his name. So now he sold the car to someone else. I was told the car is on the new owners name, but its not!

What do I do from here? Can I pay the fine and scrap the car without having any documents? The papers are with the new owner who we cannot get hold of.
Can this be done at the Post office or will I have to go and stand an that long rows at the traffic department.
