Sound effects from speakers, one speaker seems louder?

So...after replacing the tweeters on both RTi A9's.... I've noticed that one speaker always seems louder than the other, even if swap them around, so its not room related. They basically sound unbalanced for sound effects, but voice in stereo seems fine (centred)

If I run one speaker at a time they both sound fine... any tips on figuring this out?
