Starlights for bulkhead

Hey guys do any of you know where to get these devices, one that has the option to twinkle?
I have googled and cant find anyone that actually answers their phones or e mails.

I have seen a lot of options such as these but they dont "sparkle"

Would appreciater it, something that would be able to be wired up to a light switch perhaps or a remot.
