I missed it - I thought the article was saying the streaming service did this - somewhere there was mention of " I'm upset that mastering engineers don't push back on this...." - I quote. This made me think the track wasn't mastered like that. But I also find it annoying - if the producer wanted me to listen at X volume - then I should. There is a song by Larry Carlton "Room 335 - Live Version" from his live performance Larry Carlton Trio. At about 4 minutes 20 into the song, the volume drops right down, at about 5 minute 20 into the song it is quite soft, then it rises back to normal as it approaches the 6 minute mark. I think it would be better if we had a choice to opt out and keep everything unchanged (that's assuming the chopping didn't happen during mastering)
