Telkom won't install a new phone where there is money owing

My tenant vacated the house at the end of September.  He had a post-paid line with ADSL.  I applied for a pre-paid line and paid the R357,00 installation fee on 3rd October.  After 6 weeks of promises, I am told that a new line cannot be installed since there is already an existing service there.  The tenant says he instructed Telkom to remove the line on 30th September but they did not.  Now there is a bill of R 1750,00 for useage and rental in October.  There was not even an instrument there and the alarm, which is connected to the phone, triggered twice

Until this is paid, they say, I cannot have any service.  I suppose it is possible for the new tenant to have connected a phone, but she says she did not since she works as an insurance assessor and has a free company mobile phone with unlimited useage.  I cannot get a log of the calls since it is not my line.  All Telkom will do is refund me the R357,00, which they say will take 10 weeks
