Over the past 12 years I have purchased over 50 items from eBay sellers. Of these, 4 have not been delivered, and all 4 were in the past 20 months
In 3 of the cases, I have received a refund. In 1 case, it was the original supplier who sent me a credit on PayPal. but in the other 2 cases, I did not receive a reply from the original supplier but in any case, a credit appeared on my PayPal statement after about 3 months
A current case exists where the supplier (in Taiwan) keeps asking me to hold on, he is sure the package will be delivered, but its now 5 months and I doubt it will arrive. I registered a claim to PayPal within the 45 day period allowed but now find that PayPal keep asking me whether the matter has been settled, as they want to close the case and have to keep telling them that it has not been resolved
PayPal say they operate using a system whereby the supplier does not get paid until delivery is confirmed, or no undelivered claim is received within the 45 day period. I assume this would mean that in the last case, the supplier has not been paid? The supplier's English is so poor that I often cannot make out what they are writing
