Don't agree with this at all.  Good speakers will sound worse with poor amps and source as they will tend to show the problems, where poor speakers will mask the problems.

This should be easy (usually).  Most of these transformers has 2 110V primaries wired up in parallel for a 110V/115V feed and in series for a 220V/230V feed.
