Thanks for the feedback guys... I did more researching and eventually managed to get some rubber / plastic adhesive and repaired the cone perfectly, unfortunately the speaker has previously been repaired (unsuccessfully) and I think some damage was done to the voice coil, they're relatively old...

Another option is download "RPM Calculator" from the Android play store (Apple should also have it but not sure), you then open the app place the phone on the platter and it gives you live RPM on the fly, I've found it to be very accurate and convenient.

Dont be scared of POE, 99% of all outdoor wireless links in Gauteng run on POE, makes installation far simpler (and cheaper). Does that camera you bought support POE though? I'd be surprised if it did, maybe passive POE?
