Apartment Heating Solutions - Non Electrical

My daughter lives in a 2nd floor apartment and it gets bitterly cold in winter. I've looked at the mobile gas heaters from Alava, Goldair etc. and they are flimsy and inspire no confidence.

Does any have a non electrical solution to heat up the apartment?
