Audiophile on a budget

Hi All

As the title states, can a stereo system be built on a small budget?

Google search give a plethora of options dollar wise for building a system sub $500, $1000 etc.

So my question, can this be done locally? Budget brackets =< R5000, =<R10000?

This would be targeted at people who would like a proper sounding system without breaking the bank.

Possible?
