Can it pump so high?

[Dumb and Dumber]

Some advice needed.
I want to install a 500 watt swimming pool pump to full a water tank. The tanks filling port is 3 meters high.
The pump is 10 meters from the source of the water, a river. I am mentioning this as I am sure it might affect the answer.
I do not want to do all the work, just to find out it is not going to work.
