Down-lights that will respond to Harmony remote

Hi all

I need some advice. They are building our house atm and I would really like to semi-automatize some of the lights in the TV room so if I would press a button on my Harmony remote, that the downlights would dim and switch off and the projector screen can come down.

I would like to know what the best cost effective option would be re the downlights to respond to either IR or wifi command.. I was looking at LIFX and Philips Hue but they are CRAZY expensive. I don't want to spend too much money on this as building a house is NO SMALL CHANGE these days..

I hope this makes sense.
