How to appeal a negative rating

Hi,

A few years back I replied to someone that I was interested in buying an amp that was for sale on this forum.
Long story short, my credit card was declined even though I had funds which I later sorted with the bank. I got a negative rating even though I communicated this to the seller on the very same day and apologised. I have a 100% rating on another forum with over 60 deals complete.

So how to remove negative rating, I mean does the above even constitute a negative rating?
