ORGANISE DIGITAL MUSIC IN OWN LIBRARY

Wish to organise my CD collection in a proper way as to do searches and compile playlists. Could anyone please advise how I should go about doing this. I have two external drives available for this purpose. Which software would I require and how would one organise the albums, artists ect to do searches and so on. Also when ripping should one use the satndard mp3 or wma version and where does one get the best sound quality 128, 192 kb ?? Any other help will be appreciated. Thans very much
