Passive vs Active Pre-Amp

Hi All,

My (active) pre-amp's output V is 1V whilst my DAC's is 2V. I always thought that a pre-amp boosts the signal and gives more volume but now that I see that it's output is lower than all but Phono, why have an active pre-amp at all? Doesn't a passive one give a much shorter, cleaner signal path and a higher output?
