Phono Hum

Is it normal or acceptable to have some hum when your preamp source is on phono, volume turned up and nothing actually playing.

Setup is as follows :
  Emotiva USP-1 pre
  Emotiva UPA-1 x 2 Monos
  SOTA Moonbeam with Grado Red
  Low efficiency speakers.

All other sources are dead silent.

I was hoping some of the experienced vinyl guys would be able to shed some light. Muze feel free to share some of your considerable vinyl knowledge.
