PM vs open negotiations...

I keep an eye on a UK AV Forum, where all negotiations have to be done in the open forum, and only after agreement is reached the parties go to PM to finalise the payment.

Not sure whether this makes more or less sense than the way its done here.

made me wonder, why are all price discussions forced to be Pm'd on this forum?
