Pre-Natis vehicle registration Certificate: validity?

Hello All, I'm trying to buy a car that has been owned by the current owner since 1993, and only has a pre-Natis registration certificate.

Will I be able to transfer this onto my name? I'm told they will want the current owner to apply for a replacement Natis certificate first, and this must be done in person by the owner. Of course the onwer is 93 and in a home out of town. His son has power of attorney.

Any experience with this?

It's in Cape Town.
