Prepaid electricity meters (bypassed??)

I have a question here guys... outside my property the powerfeed box has the following mods done to it... The seal is broken and it seems like a bypass...
I ahve no clue on these things but would like pointers... If it is... of course I will be pissed at some of my neighbours
